This document reports on progress made towards implementing Standard 9 of the Children's National Service Framework (NSF). For each area of service provision, the report looks at current progress, summarises the NSF requirement, and highlights the issues providers and commissioners need to look at in developing their services. The annex contains examples of services which are already demonstrating good practice.
